Planning Department
The Planning Department is responsible for administering and amending the Master Plan for the physical development of our municipality. All requests for resubdivisions, zoning changes, zoning appeals and Planned Unit Developments are processed through the Planning Department. The Planning Department, along with the Planning and Zoning Commission, makes recommendations on the City's Capital Budget and Program. Furthermore, Planning maintains city maps and land records, assembles and provides demographic and economic data, and provides graphic services to the City. The Planning Department works in conjunction with three Boards toward improving the quality of life in our community; the Planning and Zoning Commission, the Board of Zoning Adjustments, Historic District Commission. and the Tree Board. It is highly recommended that any proposal be discussed with the Planning Department staff prior to application submittal. The Commission's actions, approved or disapproved, on any matter are forwarded as recommendations to the City Council. Prior to any zoning modification or resubdivision proposals being sent to the Council, this Commission will hold a public hearing to determine if these requests are within State and City guidelines and the criteria for sound planning. The legislation is voted on at the meeting and forwarded to the City Council for final approval or denial. These meetings are held in the Council Chambers on the fourth Wednesday of every month unless otherwise advertised in our Official Journal, the Times Picayune. PROCEDURE FOR PLANNED UNIT DEVELOPMENT PROCEDURE FOR RESUBDIVISION NOT CREATING AND DEDICATING NEW STREETS PROCEDURE FOR SUBDIVISION CREATING AND DEDICATING NEW STREETS PROCEDURE FOR SIMPLE RESUBDIVISIONS (LESS THAN TWO ACRES) Board of Zoning AdjustmentsThis board consists of five members and two alternates who are responsible for hearing appeals based on permit denials by the Inspection & Code Enforcement Department. This board has the power to grant certain exceptions and variances from standard zoning regulations where unusual or impractical circumstances are demonstrated, provided the general welfare of the community is not affected. A hardship on the citizen involved is the main basis for approval. Some typical requests for which a variance may be granted could relate to a rear, front or side yard setback, the placement of a fence or the location in which an air conditioner can be installed. PROCEDURE FOR BOARD OF APPEALS BOARD OF APPEALS STATEMENT OF OWNERSHIP Historic District CommissionThis Commission consists of six voting members, as well as a non-voting architectural advisor. In the event of a tie vote, the Councilperson for District 1 will be the deciding factor in the case. The Historical District Commission is responsible for the Historic District area and also for "RT-R1-PO" and RT-C1-PO" zoning classifications. The district is bounded by the Mississippi River, Kenner Avenue, Compromise Street and Daniel Street. The goal of the Historical District Commission is to preserve and protect historic structures and neighborhoods. Furthermore, they work toward improving property values in and around the area designated as the Historic District in South Kenner. The Commission has the authority to approve, deny or approve with stipulations any exterior structural changes occurring within the District. A representative from the Planning Department coordinates with Commission members and the applicant to ensure that all requirements are met. Upon approval by the Historical District Commission, the property owner is free to obtain any necessary permits for any permitted uses through the Inspection & Code Enforcement Department and to proceed in accordance with the plans presented to the Commission. If such a request has been denied, the applicant may file an appeal to the City Council through the Inspection & Code Enforcement Department. Requests involving certain other uses must be forwarded under the Planned Unit Development process to the Planning Commission for their recommendation and then to the Council for final approval.
This Commission meets on an as needed basis in the Planning Department at the discretion of the
Commission Chairman.
