City Attorney's Office
City Attorney - Keith Conley

In June of 2005 Mr. Keith Conley was appointed Clerk of Court (Director of the Clerk of Court's office and Mayor's Court). Mr. Conley has assisted in the implementation of several projects, but is most passionate about the Domestic Violence Court for the City of Kenner.

Mr. Conley began his career with the Jefferson Parish Sheriff's Office where he began working in the Patrol Division as well as the Narcotics Division. He retired as a Sergeant (group supervisor) within the Vice Squad after 21 years of service.

While working for the Jefferson Parish Sheriff's Office, Mr. Conley pursued and achieved a Bachelor of Science Degree in Criminal Justice from Loyola University. He continued his education and eventually received his Juris Doctorate Degree in 2002 from Loyola School of Law.

Mr. Conley was in private practice for two years while a prosecutor for the City of Kenner Mayor's Court before being appointed to Director of Clerk of Court. On June 7, 2007 he was appointed City Attorney.

Mr. Conley and his wife, Barbie, have resided in the City of Kenner for the last 16 years and have four beautiful children that are very active participants in Kenner Recreation.

Community Services Department
Director - Mary-Sharon Howland

Mary-Sharon Howland was raised in Uptown New Orleans, graduated with honors from St. Stephen School and attended the University of Louisiana in Lafayette where she majored in psychology. Mary-Sharon spent 20 years in the Real Estate industry specializing in residential leasing and property management. She was responsible for a portfolio of over 300 single family properties and was named a Lifetime Member in the President's Club for outstanding performance in leasing and management. Mary-Sharon is active in the community participating in many civic, business and non-profit organizations, such as the KPBA, Jefferson Chamber, JCVB, KCVB, New Orleans Airport Rotary, Pelican Pachyderm Board, and the Driftwood Park Civic Association Board.

Prior to joining the administration of Mayor Muniz, Mary-Sharon assisted her husband, Alan, with the daily management of their two businesses. Mary-Sharon has three grown children and two granddaughters.


Parks & Recreation Department
Director - Kenneth Marroccoli

Kenneth Marroccoli became the Director of the Kenner Parks and Recreation Department on July 1, 2007 fulfilling a lifelong dream reflecting his love of sports.

Ken served in the U.S. Army for 9 yrs., was stationed in Korea, Kuwait and left the Army in 1998 as a Sergeant. Upon his return to Kenner he became a patrol officer with the Kenner Police Department. He served in that capacity for 3 years, and then was appointed to head the Crime Prevention and Community Relations Division where he remained until his resignation on 6/30/2006.

Mr. Marroccoli has been married to Kelly Sortina for 19 years and they are the parents of two children, Kenneth Jr. and Ainsley. Ken is a graduate of the University of New Orleans with a degree in Sports & Recreation Foundations. He is aggressively pursuing changes in all facets of the Recreation Department to allow it to operate more efficiently, to expand its programs and to improve all of the facilities.


Personnel Department
Director - Beverly Nicolosi

Beverly Nicolosi began her career in Kenner city government in 1983 as an Assistant Clerk of the City Council. She left this position to pursue a position at a privately-owned insurance agency.

Later Beverly was promoted to the Insurance Division of the Personnel Department. Since then she has continued to work in the Personnel Department, learning all positions of the department before being promoted to the Assistant Personnel Director in 1991 by Mayor Broussard.

In 1995, Broussard appointed Beverly director of the department and she has continued in that post during the administrations of former Mayors Louis Congemi and Philip Capitano. When Ed Muniz was elected mayor in 2006, offered Beverly the opportunity to continue as Director of Personnel within his administration. Beverly is a graduate of Riverdale High School. She is married, the mother of four grown children and 5 grandchildren.

Beverly enjoys the outdoors, gardening and going fishing.


Community Development
Director - Arleeta Terrell

Ms. Arleeta Terrell currently serves as the Director of the Community Development Department.  Ms. Terrell is no stranger to public service.   Her professional accomplishments and experience include various positions of Jefferson Parish government which she held.  Arleeta served for more than eight years as the Director of the Jefferson Parish Department of Community Development Programs (1987-1996).  She was appointed to this position by the late Michael J. Yenni who served as Parish President from 1987 to his untimely death in 1995.  Terrell is credited for the creation of the First-time Home-buyers Assistance Program, the Handicapped and Disabled Housing Assistance Program, and the Parish’s Self-Help Paint Program, which received local and national awards of excellence in Community Development.

            The professional accomplishments of Terrell during this tenure also include the sponsoring of Small Business Development Seminars; the creation of the Revolving Loan Fund Program with JEDCO to provide assistance to start-up and expanding small businesses; and the oversight of capitol improvement projects.   In 1990, Terrell was appointed to the Board of Directors of NACCED and subsequently elected its National President in 1998.  NACCED (the National Association of Count Community and Economic Development) is a National organization located in Washington, D.C. whose membership consists of elected and appointed local officials from across the country.  Its mission is to lobby Congress and the U.S. Senate for funding of programs in support of housing, community and economic opportunities primarily for low and moderate income people and communities.

            In 1994, Terrell established the first HOME Program Consortium in the State of Louisiana.  The formation of this consortium effected “HOME” program entitlement status to the City of Kenner and St. Charles Parish, contiguous units of local government to Jefferson Parish.  The Consortium continues to annually receive housing funds (for both the City of Kenner and St. Charles Parish) providing housing assistance to many residents who would not have otherwise been assisted.

            In 1996, by majority vote of the citizens of Jefferson Parish, Tim P. Coulon was elected Parish President.  Terrell and Coulon formally worked side by side during the Administration of Michael J.             As for her public service involvement, Terrell belongs to Delta Sigma Theta Sorority, Catholic Daughters of America, the Bunche Village Civic Association which she helped to organize and incorporate in 1997, and the Alliance for Good Government.  She has served on many Boards including the Girl Scouts and Family Services of Greater New Orleans.

            It is evident that this young woman keeps busy with all of her civic and professional activities, not to mention the countless public speaking engagements.  All of the above however, takes a second seat to her #1 priority – her beautiful daughter, Miss Kristal Lillie.  She is a good Mother, dedicated daughter and sister, and committed and hard working public servant who believe that we all have the responsibility of using our God given talents to make this world a better place.
