Members

  • Mr. Keith Credo, Chairman
    Mr. Credo was appointed by the Jefferson Bar Association. He has been a member of the Board since 2019. Mr. Credo's current term of service to the Board is through December 31, 2026.
  • Dr. Abdalla Darwish
    Dr. Darwish was appointed by Dillard University. He has been a member of the Board since 2006. In 2014 he was a recipient of the Monte M. Lemann Award presented by the Louisiana Civil Service League. Dr. Darwish's current term of service to the Board is through December 31, 2024.
  • Ms. Michelle Snow
    Ms. Snow was appointed by the University of New Orleans. She has been a member of the Board since 2020. Ms. Snow’s current term of service to the Board is through December 31, 2023.
  • Mr. Edmond Ingraffia
    Mr. Ingraffia was appointed by Tulane University. He has been a member of the Board since 2022. Mr. Ingraffia's current term of service to the Board is through December 31, 2023.
  • Ms. Paula Robinson
    Ms. Robinson was appointed by Loyola University. She has been a member of the Board since 2022. Ms. Robinson’s current term of service to the Board is through December 31, 2025.

Overview

As established by the City of Kenner Home Rule Charter, the Kenner Civil Service Board is a five-member Board of electors of Kenner, who hold no other position in City government, who have resided in the City for at least two years, and who are known to be in sympathy with the merit principles of public administration. Board members serve without compensation. Members are appointed by the four local universities and the local bar association and ratified by City Council. Board members may not participate or engage in any political activity. 

The Board serves to review and adopt the classification plan, the pay plan, and the personnel rules. The Board shall also conduct investigations and take actions on complaints by any employee of the Classified Service and order the appointing authority to act; conduct hearings on dismissals, demotions, and other disciplinary matters as provided in the rules; exercise witness and record subpoena powers; appoint a Civil Service Director when a vacancy occurs; make any investigations it deems desirable concerning Civil Service management in the City Service and report its findings to the City Council; perform such other policy-making and quasi-judicial duties as may be required under the rules as developed; and make, alter, amend and promulgate rules necessary to carry out effectively the Civil Service.
